Gender Pay Gaps in Israel

A report by the Adva Center and the Friedrich Ebert Foundation on the Gender Pay Gap in Israel, by Dr. Alina Rosenfeld, a researcher at the Adva Center.

The report presents a worrying picture of deep and persistent gaps between women and men – in monthly and hourly wages and in opportunities throughout their lives.

The findings show that among full-time Jewish employees, the gap in median monthly wages stands at 26%, and among Arab employees at 21%. The gaps are particularly noticeable at the top of the wage scale: women make up more than half of those employed in the bottom decile, but only about 20% in the top decile. Even among those with higher education, the gaps are not narrowing – on the contrary: those with a master’s degree or higher experience a wage gap of about 35%.

The gender pay gaps in Israel are the result of a complex set of structural, cultural and economic barriers. The report indicates a combination of occupational segregation, an unequal division of labor, and Treatment, mobility restrictions in the periphery – and especially on the “maternity penalty”, which accompanies women from the moment of birth to retirement age. The pay gaps also translate into pension gaps and an increased risk of poverty in old age.

To reduce the gender pay gap, a comprehensive policy is required that strives for true equality of opportunity in the labor market, with the understanding that its impact continues throughout the life cycle and affects the economic well-being of the entire population.
