The Israeli Foreign Policy Index of 2025

The Mitvim Institute’s 13th annual survey on Israel’s foreign policy was carried out in late August 2025.

The 2025 edition of the Foreign Policy Index is published nearly two years after the October 7th attack, against the backdrop of a worsening humanitarian crisis in Gaza and preparations for further escalation of the conflict. These circumstances have triggered a deep diplomatic rift and further weakened Israel’s global reputation. With the country also entering an election year, the survey provides important insight into the public’s baseline attitudes about the direction Israel should take in its foreign policy.

Beyond assessing public views on the Gaza war and Israel’s policies in the West Bank, the survey addresses three additional key fronts of the past year: Iran, Lebanon, and Syria. It evaluates whether Israelis support shifting from military operations toward political or diplomatic arrangements in each of these arenas, and how such conflicts are seen to influence Israel’s relations with the Arab world.

The study also considers public opinion regarding broader regional dynamics, including leadership changes in Syria and Lebanon, as well as Turkey’s expanding influence across the Middle East. A central theme is Israel’s declining international standing and how the public interprets the measures taken, and those anticipated, by Western governments in response to Israeli actions in Gaza.

The findings are presented across four main sections: Israel’s global relations; Israel and the Palestinian issue; Israel’s ties with regional players; and its policies toward Iran, Lebanon, and Syria.

Conducted by the Rafi Smith Institute in partnership with the Friedrich-Ebert-Stiftung, the study included 839 respondents from Israel’s adult population — both Jews and Arabs — chosen to reflect the country’s current political distribution. The survey’s margin of error is 3.3%.
