In Israel, the poverty rate is the second highest among the OECD countries, and for many years the country has not been able to reduce poverty. While all governments agree that poverty must be eradicated, not enough seems to be done.

This publication offers a new way to deal with the scourge of poverty in the country, based on international experience and the experience of various field organizations.
